Error "Failed file open ....." appears when trying to activate the HyDraw CAD license

When i try to activate the HyDraw CAD license, the following error is received.

This maybe occurring because of antivirus/firewall blocking access to C:\Users\Public\Public Documents\VEST\Embedded\HyDrawCAD

After adding the exception in antivirus/firewall try to activate the license again.
